Abstract
The purpose and scope of this Regulation is to authorize and inspect real and legal persons engaged in production and sales of forestry seeds, as well as to lay down the procedures and principles of forest plant passport system. This Regulation sets forth provisions on the obligations, inspection and certification of seed and seedling growers, seed processors and seed sellers, terms and conditions for the issuance of seed and seedling production certificate, registration of seed producers in the forest plant passport system, preservation and drafting of forest plant passport, and the duties and responsibilities of the General Directorate, Relative Directorates and Forest Plant Seed Controllers.

Entry into force notes
This Regulation shall enter into force after six months from the date of its publication in the Official Gazette.
