Abstract
This Regulation sets forth procedures and principles of general inspection and certification in order to ensure that the structure, equipment, systems, fittings, arrangements and material of vessels fully comply with the national legislation and as well as with the international conventions related to maritime safety and prevention of marine pollution. This Regulation shall apply to (i) Turkish vessels, (ii) vessels which are built abroad to be a Turkish vessel, (iii) foreign vessels in the Turkish maritime jurisdiction, (iv) vessels under construction and repair in Turkey, (v) vessels registered in Turkey and (vi) commercial vessels in Turkish territorial sea. Furthermore this Decree sets forth provisions on classification of vessels, competent inspection and certification authorities, types of inspections, documents of conformity, arrest and release of vessels and administrative sanctions.

Entry into force notes
The articles 12 and 13 enter into force on 1 January 2008 and other provisions enter into force on the day it is published.
Notes
The provisions of this Regulation are governed by the Minister of Transport, Maritime Affairs and Communication.
