Abstract
This Regulation is based on Law No. 2090 dated 20 June 1977 and sets forth basic procedures and principles for providing Government assistance to farmers and agricultural production cooperatives.
Assistance that may be provided includes: (i) loans; (ii) cash and donations in kind; (iii) technical assistance (iv); and cost sharing to repair works or new constructions. Agricultural enterprises are divided into four groups, namely: Small Scale Enterprises, Family Enterprises, Medium Scale Enterprises, and Large Scale Enterprises. Assistance will be provided to preferably to Small Scale Enterprises and Family Enterprises.
The proportion of the assistance that may be provided for encountered losses and the regions where this Regulation shall be implemented are specified in detail. Disaster Assessment Committees will be established in provinces and counties to assess the nature and extent of disasters. Establishment procedures and functions of these committees are given.
Following the occurrence of a disaster, those who would like to benefit from Government assistance should apply to provincial or county administration. Eligible farmers and agricultural production cooperatives shall be determined by Disaster Assessment Committees.
Procedures for implementation of Government assistance are set out in detail. In addition, an organizational chart of Disaster Department that will be established in accordance to article 8 of the Law is given and the mandate and responsibilities of the Department are defined.

Entry into force notes
The Regulation enter in force after being published in the Official Journal and shall be implemented by the Ministry of Agriculture.
Notes
Amendments have been made to this Regulation by Regulation No. 96/8555 of 3 September 1996. Amendments include procedures for applying to benefit from Government assistance, and loss assessment.
