Regulation on the planning of agricultural production.

This Regulation lays down the procedures and principles for planning of agricultural production in the fields of plant cultivation, animal husbandry and fisheries and aquaculture on the basis of agricultural basin or enterprise level. This Regulation provides for the establishment of the Agricultural Production Planning Board for the purpose of ensuring predictable and manageable agricultural production. The duties of the Board are: (I) to determine and evaluate the products or product groups subject to production planning, (II) to determine the product or product groups and minimum and maximum production quantities according to production periods, (III) to provide guidance to ensure integration in agriculture, agro-industry and rural development with a holistic approach, taking into account the current socio-economic conditions, production costs and income levels, international developments, domestic and foreign trade, the current situation of the agriculture and food sectors and the development trends and environmental factors, and (IV) to plan agricultural production according to the amount of supply and demand and the sufficiency rate, taking into account the impacts of climate change, in order to ensure supply security, increase productivity and improve agricultural production. Furthermore, this Regulation sets out provisions on the duties of the Technical Committee, provincial/district directorates, and relevant provincial/district commissions; planning agricultural production and granting production permits; and the evaluation and control of applications in production planning.
