Abstract
This Regulation defines procedures and principles for providing aid to farmers affected by serious losses due to fire, earthquake, landslide, storm, flood, freezing, hail, drought, diseases and other disasters. Aid can be in form of (a) granting loans, (b) non-refundable in kind or in cash assistance, (c) technical assistance, and (d) contribution to the costs of new or repaired facilities. Aid can only be provided to farmers whose 40 percent of the production, production tools, animals and facilities are damaged and who are unable to compensate this loss with any other agricultural or non-agricultural income or to obtain loans from a bank, cooperative and similar institutions. Level of damage and losses will be assessed by damage assessment committees in the provinces concerned. .
