Abstract
The purpose of this Regulation is to establish the procedures and principles for the testing, certification, and inspection of agricultural machinery and technology tools used in agricultural activities, market inspections, and the authorization of testing institutions and effective management of their inspections. The provisions of this Regulation shall apply to agricultural machinery and agricultural technology tools that are manufactured/imported or installed and subject to the practices of the Ministry and relevant organizations.
This Regulation lays down provisions on the duties, responsibilities and powers of the General Directorate on behalf of the Ministry, testing institutions and companies involved in the testing and certification process; general principles for the accreditation and inspection of testing institutions; reporting on test results, and market inspection for the compliance of test reports; and the administrative sanctions that can be imposed on testing institutions and companies. It also underlines that as of 14 November 2023, test reports shall be used instead of the credit eligibility certificate.
The purposes of testing agricultural machinery and technology tools are listed in Article 10, such as: (I) to guide manufacturers on sustainable agricultural production, protection of the environment and natural resources; (II) to use the country's resources efficiently and with high added value with engineering techniques and technologies; (III) to make contributions towards the aims of increasing productivity levels; (IV) to improve the ergonomic features of agricultural machinery and agricultural technology tools and increase energy use efficiency; (V) to determine the technical, technological and structural features of the vehicles, their operating values and their compliance with the standards through test principles and methods; and (VI) to examine and report the suitability of the vehicles for agricultural techniques, their economic efficiency, ease of use and maintenance.
