Abstract
This Rule implements Law No. 167 on groundwaters. The boundaries and characteristics of groundwater shall be determined by State Hydraulic Works and advised by the Ministry of Public Works for endorsement by the Government. Details are provided for wells, tunnels and galleries to extract groundwater. Permissions from State Hydraulic Works are needed in order to explore water and to build tunnels and galleries. The amount of water that may be abstracted shall also be determined by State Hydraulic Works. Neighbourhood rights may be used by those who reside on lands where groundwater is abstracted and have insufficient or no groundwater. Such rights may be claimed only by participating to all costs related to the exploration and extraction of water and by compensating all possible losses of the neighbour.
