Abstract
Türkiye’s Second Nationally Determined Contribution (NDC 3.0) sets out a clear vision for addressing the country’s climate challenges while balancing economic growth and social equity. With 2035 as the target year, the policy commits to reducing greenhouse gas emissions by 466 million tonnes of CO₂ equivalent compared to the business-as-usual scenario, limiting total GHG emissions to 643 million tonnes. Türkiye’s target covers all Intergovernmental Panel on Climate Change (IPCC) sectors, including energy, industrial processes and product use, agriculture, waste, and LULUCF. This milestone builds on Türkiye’s earlier pledge of a 41% reduction by 2030 and aligns with its long-term ambition of achieving net-zero emissions by 2053. The framework emphasizes fairness and ambition in light of national circumstances, aiming to strengthen resilience across all sectors while ensuring a just and inclusive transition that supports vulnerable groups, promotes sustainable development, and contributes to global climate goals.
Türkiye’s Second NDC is backed by comprehensive legislation, long-term strategies, and inclusive governance. It balances mitigation, adaptation, social equity, and economic growth, positioning Türkiye as a proactive actor in global climate action. The Climate Change Mitigation Strategy and Action Plan (2024–2030) outlines measures such as scaling up renewable energy, electrification, energy efficiency, and circular economy practices, while the Adaptation Strategy and Action Plan targets resilience in water, agriculture, health, biodiversity, and infrastructure. The Climate Law of 2025 provides the legal foundation for a national Emissions Trading System, a Green Taxonomy aligned with the EU, and mandatory Local Climate Action Plans across provinces. Complementary initiatives include industrial decarbonization roadmaps, hydrogen and mobility strategies, waste management reforms, and empowerment programs for women and youth. Together, these actions form an integrated pathway that mobilizes finance, technology, and social participation to ensure Türkiye’s transition toward a low-carbon, climate-resilient future.
