Strategic Plan of the Ministry of Agriculture and Forestry 2019-2023.

The Strategic Plan of the Ministry of Agriculture and Forestry is a national policy with a cross-sectoral approach. The timeframe of this Strategic Plan is 5 years between 2019 and 2023. The overall purpose of this Strategic Plan is to enhance food security, public health and economic growth through value added plant and livestock breeding in an efficient, productive and ecologically sustainable manner.
Food security will be ensured through diversification of plant and animal species, intensified production, and innovation in plant and livestock breeding.
In order to make aquaculture and fisheries more productive and sustainable, the stock status of fishery species will be monitored and management plans will be prepared, as well as, the effectiveness of controls and measures will be increased for the conservation of fish and aquatic resources. Priority will be given to small-scale fisheries in the implementation of support policies. Water resources management will be strengthened in an environmentally sustainable manner through the conservation and efficient use of water resources and monitoring of the quality and quantity of surface and groundwater resources. Public awareness will be raised on the conservation of biodiversity, ecosystems and natural resources.
Income and employment opportunities will be increased in the rural areas to diversify the rural economy. Agricultural cooperatives will be promoted and agricultural extension services will be provided for the effective management of agricultural subsidies.
Appropriate policy tools will be developed for a highly competitive and sustainable agriculture sector. Training strategies and consultancy system will be developed for producers and consumers. Public health will be secured by enhancing food safety inspections, providing accurate and up-to-date information on food safety and developing applications for food safety. Animal health will be protected through strengthened control over animal feed. Moreover, strategies will be developed for animal welfare and combatting animal disease and pests. The quality and efficiency of veterinary products used for combatting animal disease will be increased. Ecologically-sound plant health measures will be taken in plant production. In order to ensure conservation and sustainable use of biodiversity, measures will be taken for the conservation and sustainable use of genetic resources, sustainable management of protected areas, and wildlife conservation and management. Data collection and research and development systems will be improved and institutional capacity will be enhanced for efficient management.
Climate change adaptation and mitigation will be integrated into all relevant sectors, with a special emphasis on agriculture. The resilience of agricultural production to the adverse impacts of climate change will be increased. To this end, management plans on land and water resources will be developed to cope with erosion, desertification, flood and drought.
Monitoring and evaluation of the 2019-2023 Strategic Plan will be coordinated by the Strategy Development Directorate. Reporting will be carried out once every six months, the end-of-year monitoring report will contain annual and cumulative values and will be the basis for the annual report.
