Abstract
The Strategic Plan of the Ministry of Agriculture and Forestry is a national policy with a cross-sectoral approach. The timeframe of this policy is 5 years covering the period between 2024 and 2028. The vision of the Ministry of Agriculture and Forestry is to achieve a sustainable and safe future in agriculture, forest and water resources. This policy sets out 7 goals, 32 targets and 153 performance indicators. The main mission of the Ministry is to determine and implement policies to ensure efficient and sustainable agricultural production, access to sufficient and reliable food and rural development by protecting agriculture, forest and water resources and natural ecosystems.
In order to ensure adequate, accessible and sustainable supply of agricultural products, the efficiency and quality will be increased in plant and animal production and aquaculture will be developed by protecting fisheries and aquaculture resources. Food and feed safety will be ensured from production to consumption. The effectiveness of official control services carried out for food and feed safety will be increased. Practices concerning for food safety and reduction of food loss and waste will be developed. Phytosanitary and animal health services will be improved and measures will be taken to ensure animal welfare.
Rural development will be ensured to enhance the quality of life, welfare levels, income and employment opportunities, and economic diversity in rural areas. The production, investment and employment opportunities will be increased for family businesses, women and youth in rural areas. The institutional capacity and effectiveness of agricultural organizations will be increased and new strategies will be developed in agricultural marketing. Training strategies and consultancy system will be developed for agricultural production.
The Ministry aims to achieve a planned, resilient and developing agriculture sector. To this end, the Ministry will strengthen the planning of production activities, expand contract farming, reduce the impacts of agricultural risks for a sustainable agricultural sector, develop policy recommendations for subsectors, develop R&D activities for agricultural production, reduce foreign dependency on agricultural inputs, and disseminate innovative practices in agriculture.
Sustainable management of soil and water resources and biodiversity conservation will be ensured. Measures will be taken to protect soil and water resources and ensure their efficient use. The protection of genetic resources and biological diversity will be strengthened by increasing the number of protected areas and ensuring their effective management and sustainable wildlife management.
The resilience of the agriculture, forestry, livestock and fisheries sectors to climate change will be increased by building adaptation and greenhouse gas emission reduction capacity and expanding the use of renewable energy. The disaster fighting capacity of the Ministry will be strengthened to combat agricultural drought and flood. Moreover, the institutional capacity will be enhanced to take a more active role in the international arena and participate in the decision-making processes of international organizations. The digital transformation of the Ministry will be ensured through sustainable and modern information technology infrastructure.
