Abstract
The Women's Empowerment Strategy Document and Action Plan is a national policy, covering the period from 2024 to 2028. This policy focuses on five fundamental policies: education, health, economy, leadership and participation in decision-making mechanisms, and environment and climate change. It lays down 5 main objectives, 20 strategies and 83 activities to achieve five fundamental policies. The policy specifies the groups requiring special policies as follows: girls, women with disabilities, elderly women, women living in rural areas, women with temporary/international protection applications or status, women in detention and conviction, women victims of violence, and poor women.
Gender sensitivity will be integrated into all curriculum and educational materials. Full access and effective participation of women and girls in all levels of education, including lifelong learning, will be ensured. Comprehensive and holistic health services will be provided considering all age groups and the varying needs of women and girls. Actions will be undertaken to ensure the full, equal and effective participation of women in the changing labour market for their economic empowerment. The legal frameworks will be reviewed and updated to facilitate women's entry into the labour market and increase their employment in decent jobs. Skills development and capacity building will be enhanced for women and girls to enable job opportunities in the green and digital transformation compatible labour market. Measures will be taken to increase the representation of women in politics, leadership and decision-making mechanisms at the national and local levels and to ensure their effective participation in decision-making processes.
The impacts of climate change on women and girls will be identified and studies will be carried out within the framework of their needs. The impacts on women will be investigated and analyzed in terms of food and water insecurity, poverty, health, unemployment, income inequality, and migration etc. Research and scientific studies on rural development, green transformation, health, resource use, waste management and disasters caused by climate change will be prioritized in the context of women and girls. Studies on climate-related risks and disasters, such as drought, heavy rain, storm, frost, landslide and flood, will be carried out taking into account the needs, views and demands of women, especially disabled women in preparation, intervention, and recovery phases. Gender-based data production, adaptation and risk research and data analysis by relevant institutions will be promoted. The active participation of women will be encouraged in gender-sensitive planning, budgeting and implementation of climate change policies. Public awareness will be raised about the impacts of biodiversity loss and degradation of land and water resources on women and girls within the scope of environment and climate change and their empowerment against these impacts. Activities will be carried out to increase women's environmental and climate change literacy capacities. With the campaign to be carried out within the scope of the Zero Waste target, all household members, including women, will be encouraged to collect waste by separating it at the source and bringing it to specially equipped waste vehicles established by the municipalities, thus contributing to the protection of the environment.
