National Disaster Management (Amendment) Act 6 of 2024.

This Act amends Tuvalu’s National Disaster Management Act 2008 to clarify its purpose, introduce guiding principles, and strengthen institutional structures for a more proactive, coordinated, and accountable disaster risk management system. It establishes principles focused on resilience, risk reduction, transparency, and community participation, while aligning national law with international and regional disaster obligations. The amendments redefine the roles and powers of the National Disaster Committee, the National Disaster Management Office, and the Director, including authority over emergency coordination, resource mobilization, evacuations, early warnings, and implementation of the National Disaster Plan. The Act creates a National Disaster Operations Centre, a National Disaster Preparedness Working Group, and technical working groups, and restructures Island Disaster Committees with clear planning, reporting, and risk reduction responsibilities. It requires national, island, government, and non-government bodies to maintain disaster plans and procedures, clarifies links to constitutional emergency powers, sets rules on declarations and official immunity, establishes conditions and time limits for disaster assistance claims, and repeals the 2021 amending Act along with certain provisions of the principal Act.
