Abstract
This Regulation is drafted further to section 2 of the Public Procurement Act 2013. The text outlines that the Procurement Officer of each ministry shall prepare a procurement plan for each fiscal year aligned with the annual budget. The text consists of 78 Articles designed in 13 Parts and one Schedule provides for the institutional arrangements, thresholds, procurement planning and packaging, procurement methods, technical specifications, procurement procedures, bid submission, procurement of consulting services, contract management, procurement records management, transparency and integrity, procurement complaints and appeals.
