Abstract
These Regulations provide for the implementation of obligations of Tanzania in respect of the Convention on International Trade in Endangered Species of Wild Fauna and Flora of 1973 (CITES). They designate the Director of Game appointed under the Wildlife Conservation Act of 1974, as the Management Authority for purposes of the Convention and provide rules for the importation an exportation of species that are covered by CITES. The Director shall, in collaboration with the Scientific Authority or Authorities (to be appointed by the Minister), be the lead agency in the implementation of CITES and grant export and import permits and re-export certificates on behalf of the Government.
Any trade in specimens of species threatened with extinction that are or may be affected by trade shall be regulated in accordance with the provisions of these Regulations. Export of protected specimens requires a written authorization of the Director, which shall only be granted after consultation with the Scientific Authority. The Regulations set out general conditions for export permits. The Director may, after consultation with the relevant Management or Scientific Authorities, designate ports of exit or entry at which specimens of species shall be presented for clearance. The Director shall create and maintain a register of traded specimens and periodically to the CITES Secretariat. Where re-export of a specimen of a species is to, or import is from, a country not a Party to CITES, comparable documentation issued by the competent Authorities in that country, which substantially conforms to the requirements of CITES, for permits and certificates, may be accepted in lieu thereof by the Director, for purposes of these Regulations. A separate permit or certificate shall be required for each trade consignment of specimens.
