Abstract
This Act provides for the regulation and promotion of the production, processing or manufacturing of milk into milk products for sale and for this purpose for the establishment of the annual council of stakeholders in the industry (sect. 4), the Tanzania Dairy Board (sect. 8) and the Dairy Industry Development Board (sect. 26), and provides for the registration milk producers and processors, importers and exporters of milk and milk products and other persons involved in the dairy industry (sect. 17).
The Act consists of 37 sections divided into 7 Parts: Preliminary (I); Establishment of the Annual Council (II); Establishment of the Tanzania Dairy Board (III); Registration provisions (IV); Offences and penalties (V); Financial provisions (VI); Miscellaneous provisions (VII).
The Annual Council shall be a forum of stakeholders in the dairy industry, which shall generally promote the industry, advise the Board and the Minister and propose members of the Board to the Minister (sect. 7). The Board shall advise the Minister, perform regulatory functions for the dairy industr6y, develop the industry through strategies, policies, research, etc., monitor the execution of contracts and marketing arrangements between produces and processors, register persons involved in the industry for purposes of this Act and carry out other functions listed in section 10. The Registrar appointed under section 16 shall be the Chief Executive Officer of the Board.
