Abstract
The Deep Sea Fishing Authority is established as a corporate body. This Authority shall have the power to regulate and control fishing in the Exclusive Economic Zone of mainland Tanzania and Tanzania Zanzibar. This Act shall be construed as being in addition to and not in derogation of the Territorial Sea and Exclusive Economic Zone Act, 1989 and shall be complementary to provisions of that Act (sect. 1). The authority shall also be responsible for the formulation of fisheries policy, the coordination and formulation of scientific research and for enforcement of fisheries rules in the EEZ, and shall have the power to enter into fisheries agreements on behalf of Tanzania. The body corporate shall have the following organs: the Executive Committee; the Advisory Committee; and the management. The Executive Committee shall consist of ministry officials. Licences to be issued by the Director-General shall be approved by the Executive Committee. The Director-General, to be appointed by the Committee, shall be the chief executive officer of the authority. This officer shall issue licences, prepare long-term and short-term programmes, keep registers, and prepare the annual budget. The Minister responsible for fisheries may make regulations in respect of the management and conservation of living resources of the EEZ and various other matters relating to the authority of deep-sea fishing.
