Abstract
This Mnazi Bay - Ruvuma Estuary Marine Park General Management Plan is a review of a previous Plan and intends (i) to serve as a long-term roadmap for the conservation and sustainable management of marine and coastal biodiversity; (ii) to share with the stakeholders' information about the park; (ii) to enhance management strategies and activities for better communication and cooperation aiming at protecting the local marine resources, involving the local communities. The aim is to achieve the target of establishing and managing the local marine protected areas for sustainable use. The main strategic objectives set out by the document are (i) to protect, conserve, and restore the health and genetic diversity of marine resources within the park, as well as the ecosystem processes that sustain marine and coastal areas; (ii) to ensure that villagers and other park residents are involved in all phases of planning, development, and management of the park, and have priority in the resource use and economic opportunities; (iii) promote the sustainable use of under-utilized natural resources; (iv) promote community-oriented education on the conservation and use of the natural resources; (v) promote research and monitoring of resources conditions and uses; (vi) to ensure that any exploitation of non-living resources does not affect the park's aesthetic and natural values; (vii) to protect the cultural heritage of the Park residents; (viii) to ensure that the tourism in the area is sustainable. The guiding principles of the Plan can be divided into (1) ecological principles, such as (i) ecosystem approach; (ii) precautionary principle; (iii) adaptive management approach; and (2) socio-economic principles, namely (i) integrated management approach for multiple uses; (ii) collaborative management through community participation; (iii) equitable sharing of costs and benefits; (iv) incorporation of gender balance.
