Abstract
The 50 sections of this Act are divided into 15 Parts: Preliminary (I); Establishment of Marine Parks and Reserves Unit (II); Establishment and Functions of the Board, Etc. (III); Establishment and Sources of Conservation and Development Fund (IV); Involvement of Village Councils (V); Declaration of Marine Parks and Reserves (VI); General Management Plans (VII); Zones within Marine Parks (VII); Regulations Concerning Entry, Residence and Settlement (IX); General Powers of the Minister to Make Regulations (XI); Appeals (XII); Enforcement (XIII); Miscellaneous Provisions (XIV); Repeals, Savings and Transitional Provisions (XV).
A Marine Parks and Reserves Unit shall be established within the Division of Fisheries. The Unit shall be responsible for the establishment, monitoring, control, management and administration of parks and reserves (sect. 3). Section 4 provides for the establishment of a Board of Trustees of Marine Parks and Reserves. Pursuant to section 7 a Marine Parks and Reserves Revolving Fund shall be created. Relevant Village Councils shall be involved in all aspects of the development or any amendment of the regulations, zoning and general management plan made under section 14 for a Marine Park (sect. 7).
