Abstract
TThese Regulations, consisting of 29 articles organized into 5 Parts, regulate tourist hunting under the Wildlife Conservation Act in a manner that provides a structured and transparent process for the allocation and management of hunting blocks. Part II outlines the procedure for the application and allocation of hunting blocks. It includes (i) the establishment of hunting blocks designated by the Director in game reserves, game-controlled areas, and other regions outside protected areas as hunting blocks, according to criteria such as the wildlife resources, species diversity, accessibility, potential for wildlife recovery, and clear boundary demarcations; (ii) the hunting blocks are categorized into five grades based on criteria like species diversity and habitat quality and are allocated for five years, with performance reviews conducted in the third year; (iii) the application process which is based on criteria like business plans and track records; (iv) application registration. Part III covers the conditions and restrictions relating to hunting blocks and ensures that hunting activities are regulated and conducted responsibly within designated hunting blocks. Part IV establishes that (i) only licensed professional hunters may guide clients on hunting safaris and they have to apply to the Director on the prescribed form and pay the required fee; (ii) a Professional Hunters Examination Committee is established to supervise the examination process; (iii) There are two categories of licences (a) permits hunting. This permits supervision of all hunting of animals; (b) permits supervision of hunting of non-dangerous animals only; (iv) a licensed professional hunter may guide up to two clients per safari. Other provisions concerning (i) the hunting quota; (ii) infringements and sanctions, including infringements in violation of the standards of quality and size of tourist hunting trophies established by the Director, and infringements for hunting certain animals without respecting the established criteria. The application forms, certificates, and fees to be paid for services are included in the annexes.
