Concept of the State Target Program for the Development of the Agricultural Sector for the Period until 2022.

Concept of the State Target Program for the Development of the Agricultural Sector for the Period until 2022 is a multisectoral policy document aimed at creation of organizational and economic conditions for efficient, socially oriented development of the agrarian sector of the national economy, stable provision of the industry with agricultural raw materials, and the population with high quality and safe domestic agricultural products, increase of manufacturing of agricultural commodities with high added value and increase of the presence of Ukrainian agricultural commodities on world market.
State Target Program addresses the following issues: (a) approximation of the Ukrainian legislation to EU agricultural legislation, including food safety requirements and HACCP; (b) financial agricultural measures; (c) improvement of efficiency of intervention activities of state agents in agricultural commodities markets; (d) introduction of incentives for conservation and sustainable use of biodiversity; (e) improvement of agricultural crediting system and state support for agrarian risk insurance; (f) state support to farms, small and medium-sized agricultural producers and agricultural cooperatives; (g) creation of new, and modernization of existing, business entities and facilities for processing of agricultural commodities, in particular organic production, viticulture, horticulture and infant food; (h) strengthening control over protection of agricultural land; (i) implementation of measure for combating agricultural land degradation and desertification; (j) restoration and development of land reclamation systems; and (k) provision of domestic agricultural producers with genetic resources for breeding purposes.
Expected results: (a) increasing the volume of production of gross agricultural products by all categories of farms; (b) reducing the area of degraded agricultural land and progress towards achieving a neutral level of land degradation; (c) improving the structure of agricultural land; and (d) expansion of organic production area.
