Concept of the State Target Program for the Development of the Agricultural Sector for the Period until 2020.

Concept of the State Target Program for the Development of the Agricultural Sector for the Period until 2020 is a multisectoral policy document aimed at creation of organizational and economic conditions for effective socially oriented development of the agricultural sector, stable provision of high quality and safe domestic agricultural commodities and industry with agricultural raw materials, manufacturing of agricultural commodities with high added value, increasing the volume of agricultural products and foodstuffs on the world market.
State Target Program addresses the following issues: (a) approximation of the Ukrainian legislation to EU agricultural legislation, including food safety requirements and fisheries; (b) development and implementation of a mechanism to stimulate the creation of new deep-processing agricultural production; (c) extension of powers of local self-government bodies to manage land plots and control land use and protection; (d) prevention of degradation processes on agricultural lands through conservation of low-productive and technogenic-contaminated land; (e) implementation of a system of monitoring and quality control of all agricultural lands and agrochemical certification; (f) improvement of soil fertility; (g) restoration of irrigation and land reclamation systems; (h) regulation of collective land tenure; (i) formation of genetic resources for export purposes and creation of information database for genetic resources; (j) promoting the development of organic production in Ukraine through the use of innovative biotechnologies to enhance the internal consumption and export of organic products; (k) stimulating the development of food industries by moving from direct state regulation of food prices to the introduction of targeted support programs for disadvantaged population; (l) introduction of modern infant food production technologies that exclude the possibility of their bacterial, chemical and physical contamination; (m) improvement of crediting system and the development of state-supported agrarian risks insurance; and (n) state support of farms and cooperatives.
Expected results: (a) increase in output of gross agricultural products by households; (b) cessation of economic use of ecologically dangerous and economically inefficient land for a fixed term and their land reclamation or afforestation; and (c) providing the population with vitamin products and wine production in accordance with scientifically sound consumption standards.
