Law No. 2019-VIII “On electric energy market”.

This Law defines the legal, economic and organizational principles of functioning of the electricity market, regulates relations regarding the manufacturing, transmission, distribution, sale and purchase of electricity, to ensure reliable and safe supply of electricity to consumers, taking into account consumer interests, the development of market relations, minimizing the cost of electricity supply and minimizing the negative impact on the natural environment. Functioning of the electricity market shall be based on the following principles: (a) ensuring the energy security of Ukraine; (b) ensuring the security of electricity supply to consumers, protecting their rights and interests; (c) creation of conditions for safe operation of electric power objects; (d) preserving the integrity, ensuring the reliable and efficient operation of the UES (Unified Electricity System) of Ukraine, a single dispatch (operational-technological) management of it; (e) ensuring the balance between demand and supply of electric energy; (f) development of interstate crossings with power systems of adjacent states; (g) energy efficiency and protection of the environment; (h) promotion of alternative and renewable energy development; (i) fair competition; (j) equality of rights to sale and purchase of electric energy; (k) the free choice of the electricity supplier by the consumer; (l) non-discriminatory and transparent access to the transmission system and distribution systems; (m) non-discriminatory participation in the electricity market; (n) independent state regulation; (o) non-discriminatory pricing and pricing, reflecting economically justified costs; (p) the responsibility of market participants for failure to comply with market rules, "day-ahead" market rules and internal market rules, code of transmission system, code of distribution systems, code of commercial accounting, rules of the retail market, other normative legal acts and regulatory documents regulating the functioning of the electric power market, and the terms of the contracts that are concluded on this market; and (q) cooperation and integration of the electricity market at the regional and pan-European levels. This Law consists of XVII Sections. Section I lays down general provisions. Section II establishes state policy, regulation in the sphere of electric energy and safety of supply. Section III regards construction and connecting of electric energy sites. Section IV regards energy generation. Section V regards energy transmission. Section VI regards energy distribution. Section VII defines operators of electric energy market. Section VIII accounting management. Section IX regards commercialization. Section X regards trading activity. Section XI regards electric energy supply to the consumers. Section XII defines rights and duties of the consumers. Section XIII regards protection of general interests in the process of the functioning of electric energy market. Section XIV regards contractual regulation of electric energy market. Section XV regards dispute settlement. Section XVI establishes liability for the operators of electric energy market. Section XVII lays down final and transitional provisions.
