Law No. 2119-VIII "On commercial accounting of thermal energy and water supply".

This Law defines the basic provisions s for ensuring commercial, including separate, accounting of services for supply of heat energy, hot water, centralized water supply and provision of appropriate accounting information to consumers of such services. This Law consists of IV Sections. Section I lays down general provisions. Section II regards equipment of buildings and facilities with metering devices. Section III establishes the procedure for calculation of charges for public utilities in accordance with commercial accounting. Section IV contains final and transitional provisions. This Law ensures calculation of charges for public utility services, supply of consumers therewith, and provision of consumers with calculations. Supply of heat energy, hot water and centralized water supply shall be regulated by contracts.
