Law No. 1818-IX On energy efficiency.

This Law defines the legal, economic and organizational grounds of relations arising in the field of ensuring energy efficiency, and reducing energy shortage, during production, transportation, transmission, distribution, supply and consumption of energy. The scope of ensuring energy efficiency covers energy-efficient measures carried out during the production, transportation, transmission, distribution, supply and consumption of energy. State policy in the field of ensuring energy efficiency is an integral part of the policy in the fields of energy, economy, sustainable development and environmental protection. It establishes the competence of the Cabinet of Ministers, the National Commission and local government in the field of energy efficiency. State policy in the field of ensuring energy efficiency is aimed at achieving the national energy efficiency goal established in the National Energy Efficiency Action Plan. The national goal for energy efficiency is calculated in absolute values of primary energy consumption and final energy consumption by the central executive body implementing state policy in the field of efficient use of fuel and energy resources, energy conservation, renewable energy sources and alternative fuels. When calculating the national energy efficiency goal, the measures defined by this Law, previously implemented measures, as well as factors affecting primary energy consumption, are taken into account, in particular: (a) economically justified energy efficiency potential; (b) trends and forecasts of changes in gross domestic product; (c) changes in energy export and import; (d) state and development of renewable energy, nuclear energy and others fields of energy, carbon absorption and storage technologies; and (e) other factors. The Cabinet of Ministers of Ukraine shall revise the National Plan every three years. The national plan contains: (a) list of measures aimed at achieving the national goal of energy efficiency, in particular, in the production, transportation, transmission, distribution and consumption of energy, and the terms of their implementation; (b) sources and amounts of funding; (c) the estimated amount of energy savings when implementing measures aimed at achieving the national energy efficiency goal; (d) description of methodical approaches to calculating the amount of energy savings achieved when implementing measures aimed at achieving the national energy efficiency goal; and (e) other information in accordance with the requirements of the legislation of the European Union, decisions of the Energy Community. This Law contains 21 Articles.
