Abstract
This Law defines the legal, economic and organizational principles of international territorial cooperation of Ukraine with foreign states, which is aimed at establishing international territorial cooperation between states, regions and territories in order to achieve balanced socio-economic development, ensure state interests and security by maintaining mutually beneficial cooperation with members of the international community on the basis of generally recognized principles and norms of international law, taking into account the historical, economic, environmental, geographical and demographic characteristics of regions and territories. Agreement on international territorial cooperation shall be intended an agreement concluded by entities and participants in international territorial cooperation of Ukraine within the competence established by the law of Ukraine and relevant entities and participants of foreign states, which determines legal, organizational, economic and other issues of international territorial cooperation. Interterritorial cooperation is carried out with the aim of the most effective use of the natural resource potential of regions and territories that are not directly adjacent to the state border of Ukraine, and improving the standard of living of the population. Subjects of international territorial cooperation of Ukraine, upon requests from central executive bodies within whose competence the issues that are the subject of an agreement on international territorial cooperation fall, shall provide information on the status and results of the implementation of such an agreement. Financial support for international territorial cooperation of Ukraine is provided at the expense of: (a) the state budget; (b) local budgets; and (c) other sources not prohibited by law. This Law contains V Sections divided into 18 Articles. Section I lays down general provisions. Section II regards organization of international territorial cooperation. Section III establishes state support for the development of international territorial cooperation. Section IV regards financial support of international territorial cooperation. Section V lays down final and transitional provisions.
