Law No. 867-VIII amending some legislative acts related to deregulation in the agro-industrial complex.

Amendments to Subsoil Code (No.132/94-VR of 1994) establishes the right of landowners and land tenants to extract without any special authorization nor permit common widespread minerals and peat from subsoil to the depth of two meters, and groundwater for individual personal consumption to the amount of 300 cubic meters per day. Amendments to the Law No. 86/95-BP on pesticides and agrochemicals prohibit import to the customs territory of Ukraine, manufacturing, trade, management and advertising of pesticides and agrochemicals prior to their state legislation. Amendment to the Law No.486-IV of 2003 on fish, aquatic biodiversity and fish products establishes mandatory requirements for manufacturers of fish products to introduce at their manufacturing facilities efficient HACCP system. Amendment to the Law No. 3348-XII on plant quarantine establishes that import of biological control organisms for scientific research or biological control purposes and pests for scientific research purposes shall be authorized in accordance with the modalities set forth by the Cabinet of Ministers. Amendment to the Law No. 2498-XII on veterinary medicine establishes that the issuance of appropriate veterinary documents for feedstuffs for the purpose of state veterinary and sanitary control shall be performed in the following cases: (a) at the request of the person who transports commodities subject to veterinary and sanitary inspection; (b) if the relevant veterinary document is required by the international trade agreement (contract); and (c) if the relevant veterinary document is required by the legislation of the importing state or by the competent authorities of the importing state. Amendment to the Law No.771/97-VR of 1997 on quality and safety of food products and food raw materials establishes that circulation of unprocessed pork food products for human consumption without appropriate veterinary documents in case of outbreaks of diseases dangerous to human and animal health shall be prohibited by decision of the central executive body in the field of food safety.
