Order No. 19 of the State Fisheries Committee validating the Regulation on artisanal and sport fishing and the Instruction on the modalities of calculation and collection of fishing charges.

The Regulation is composed of 6 Sections and contains 1 Annex. The present Regulation is applicable to all water bodies of the Ukraine and their estuaries within the boundaries fixed by the maximum flooding limits except for water bodies pertaining to protected areas, fish farming enterprises, artificial water reservoirs and areas thereof where fisheries are prohibited. Fishing areas covered by the present Regulation include: 1) the Black Sea; 2) the Sea of Azov; 3) inland water bodies. Artisanal and sport fishing means catch of fishes, procurement of aquatic invertebrates in the water bodies especially assigned for such purpose or areas thereof for the purpose of proper consumption in conformity with the requirements of fisheries regulations and the requirements of water management. Artisanal and sport fishing for proper consumption is permitted to all the Ukrainian nationals, foreign nationals and stateless persons in all water bodies of the Ukraine except for water bodies pertaining to protected areas, fish farming enterprises, artificial water reservoirs and areas thereof where fisheries are prohibited. Artisanal and sport fishing in the water bodies of general use shall be carried out free of charge and without any special authorization. Artisanal and sport fishing in the water bodies of special management or separate areas thereof, in the areas of concentration of the fish stocks and aquatic invertebrates shall be carried out on conditions of special management in conformity with special authorization issued by fishing inspection.
