Order No. 749 of the Ministry of Environmental Protection and Natural Resources validating Forest Management Procedure.

Forest Management Procedure defines a unified system and conditions for organizing and carrying out forest management. Forest management is carried out by state forest management organizations. The object of forest management shall be forest plots and non-forested land plots, which are provided for use or ownership in accordance with the established procedure and are used for the needs of forestry, including field protection forest strips located on agricultural land, provided for permanent use by state or communal specialized enterprises or for rent to natural persons and legal entities. Technical documentation on forest management consists of instructive methodical materials regulating procedures, protocols, methods of collecting, processing and transmitting information about indicators, control of works, other technical aspects of field and chamber work. Technical documentation is drawn up and approved by the forest management organization. Forest management materials are updated on the basis of annual forest assessment works and/or information about changes received from the forest user. During forest management, the following shall be carried out: (a) identification of stands in need of felling in order to improve the qualitative composition of forests; (b) determination of the scope of works related to forest restoration and afforestation, protection of forests against fires, protection from pests and diseases, other forestry protection measures; and (c) design of forestry activities, procedure and methods of their implementation.
