Abstract
The strategic goals of marine environmental protection policy and priority tasks are aimed at achieving and maintaining the "good" ecological state of the Black and Azov Seas. This Strategy defines the following strategic goals of the marine nature protection agency policies and priority tasks.
Strategic goal 1. Reducing the risk to human health associated with the pollution and clogging of sea waters and the coastal protective strip, preventing the degradation of marine ecosystems and promoting their reproduction by reducing the level of pollution of the seas and minimizing the anthropogenic burden on marine ecosystems. Strategic goal 2. Preservation and reproduction of biological diversity, natural landscapes of the coastal protective strip and habitats of biological species. Strategic goal 3. Balanced use and reproduction of aquatic biological resources and development of mariculture, restoration of the population of particularly valuable commercial fish species.
The approaches presented in the Strategy are completely new for Ukraine and fully meet the requirements of the EU directives. Moreover, the approaches introduced in the Strategy are fully conditioned by the requirements of the specified directives and relevant methodological recommendations for their better implementation. Reducing the level of pollution of the seas and minimizing the anthropogenic load on marine ecosystems will be carried out through the introduction of systematic and coordinated measures related to the preparation and implementation of: (a) action plans for achieving and maintaining a "good" ecological state of the Azov and Black Seas, which are developed and approved for a six-year period; (b) river basin management plans for legally defined areas of river basins, which will include transitional waters and coastal marine waters (at a distance of 1 nautical mile seaward from the water cut of a part of the coastal strip during the maximum low tide); and (c) plans for the integrated management of the coastal territories of the Azov and Black Seas, which must be prepared and approved in accordance with the procedure specified by the legislation. Ukraine's important task is not only to achieve "good" ecological state, but also ensuring the maintenance of such a state in the future.
