Abstract
This Resolution establishes the official procedure for preparing National Energy and Climate Plan. The Ministry of Economy is designated as the central coordinating body, responsible for drafting the plan in cooperation with other ministries, public authorities, and stakeholders. The document also provides key definitions, including concepts such as the Energy Union, Energy Community, and stakeholders, ensuring consistency with EU frameworks and international obligations.
The Procedure outlines a structured and participatory process for developing the plan. The Ministry of Economy initiates the process, collects proposals and analytical materials from relevant authorities, prepares the draft plan, and organizes public consultations with stakeholders, including businesses, civil society, and international partners. The draft is submitted to the Energy Community Secretariat for compliance assessment and later approved by the Cabinet of Ministers. The process includes multiple stages: assessment of the current energy and climate situation, setting national targets, defining existing and planned policies and measures, drafting the plan, conducting consultations, and ensuring regional and international cooperation. The plan must be reviewed and updated every five years to reflect evolving legislation, technological developments, and climate challenges.
The National Plan itself is structured around five core dimensions of the Energy Union: decarbonization, energy efficiency, energy security, internal energy market integration, and research, innovation, and competitiveness. It sets national targets for reducing greenhouse gas emissions, expanding renewable energy, improving energy efficiency, strengthening energy security through diversification and system flexibility, and integrating Ukraine’s energy markets with those of the EU. Additionally, it includes objectives for advancing clean technologies, funding research and innovation, and enhancing competitiveness. The plan incorporates both quantitative and qualitative targets, aligned with international commitments such as the Paris Agreement and EU directives, and may be expanded or refined during periodic updates.
