Abstract
This Resolution validates the Procedure and criteria for determining zones of risky agriculture. The document establishes the legal and administrative framework for identifying agricultural land affected by unfavorable natural and climatic conditions and/or by hostilities. It defines key terms, the scope of application, and the general purpose of designating such zones, primarily to ensure targeted state policy measures and support for affected agricultural producers.
The Resolution sets out two main groups of criteria for classifying land as a zone of risky agriculture. The first relates to unfavorable natural and climatic conditions, measured by insufficient productive soil moisture (less than 80 mm in the 0–100 cm soil layer) during specified periods for winter and spring crops, based on laboratory testing. The second concerns the impact of hostilities, covering land located within defined distances from the state border with the aggressor state or the line of contact, as well as areas contaminated or potentially contaminated with explosive remnants of war. The Procedure details the requirements for soil sampling, laboratory conclusions, documentation content, and the responsibilities of agricultural producers in initiating the classification process.
The document also regulates the administrative process for submitting, reviewing, and approving applications through the State Agrarian Register. Regional (provincial) commissions are established to assess applications, verify compliance, and approve lists of land plots classified as risky due to natural and climatic factors, which are then consolidated at the national level by the Ministry of Economy. Separate data-exchange mechanisms are provided for identifying zones affected by hostilities through coordination between state authorities and public registers. The Resolution includes standard application forms and templates for official lists, ensuring uniform implementation and transparency across regions.
