Abstract
This Resolution establishes a Scientific and Expert Council on Climate Change and Ozone Layer Protection as an advisory body operating under the Government. The Resolution formally creates the Council, approves its composition (set out in an annex), and adopts its governing regulation. The Council’s composition consists of a broad group of scientists and experts from national research institutions, academies of sciences, and specialized institutes, reflecting interdisciplinary expertise in climate science, energy, agriculture, ecology, and related fields.
The Council is defined as an independent advisory scientific body tasked with supporting the development and implementation of state climate policy. Its main functions include reviewing scientific findings (including reports of the Intergovernmental Panel on Climate Change), preparing analytical materials and recommendations, contributing to climate policy planning documents, and assessing the consistency of national policies with international obligations such as the Paris Agreement. It also promotes scientific coordination, data exchange, and innovation related to climate mitigation, adaptation, greenhouse gas reduction, and ozone layer protection, as well as public awareness and cooperation between scientific institutions and governmental bodies.
The Regulation further sets out the Council’s organizational framework and powers. It may request information, involve external experts, initiate research, and submit recommendations to the Government. The Council operates through meetings held at least twice a year, adopts decisions by majority vote, and prepares annual reports on its activities. Its members work on a voluntary basis, while organizational and technical support is provided by the Ministry of Economy, with additional support from the National Greenhouse Gas Inventory Centre. The Regulation emphasizes transparency, periodic review of its provisions, and alignment with evolving climate policy needs.
