Abstract
This Resolution formally creates the Council as an advisory scientific body under the Cabinet of Ministers, approving both its composition and its statute.
The Council is defined as an independent advisory body tasked with providing scientific support for the formulation, implementation, and monitoring of the national state climate policy. Its functions include reviewing scientific assessments and IPCC reports, preparing analytical conclusions and forecasts, evaluating state policies for compliance with climate objectives, advising on climate adaptation and mitigation measures, and ensuring alignment with international commitments. The statute also assigns the Council a role in public awareness, inter-institutional scientific cooperation, and the nomination of national experts to international climate bodies.
The document further regulates the Council’s structure, powers, and working procedures. It specifies an extensive membership drawn from leading national scientific institutions, defines decision-making rules, reporting obligations, and meeting formats (including online meetings), and establishes transparency requirements through publication of minutes and activities. Organizational, technical, and analytical support for the Council is assigned to the Ministry of Economy, with the National Center for Greenhouse Gas Emissions Accounting designated as the responsible for supporting institution. The statute also provides for periodic review of the Council’s mandate and composition to ensure continued relevance.
