Resolution No. 514 of the Cabinet of Ministers No. 514 validating of the Biomethane Production Development Program for the period until 2035 and the operational plan of measures for its implementation.

This Resolution validates the Biomethane Production Development Program is adopted in line with Ukraine’s strategic priorities for 2025 and its commitments under the EU–Ukraine Association Agreement, aiming to integrate Ukraine into the European market for renewable gases. It frames biomethane as a key element of energy security, decarbonization, and post-war economic recovery, while supporting alignment with EU climate and energy policies, including the REPowerEU initiative and relevant EU renewable energy directives.
The Program provides a detailed assessment of Ukraine’s existing and potential biomethane production capacity, highlighting strong agricultural feedstock availability and early sectoral progress, including the commissioning of biomethane plants and the start of pipeline exports to the EU. It sets ambitious production targets—over 1 billion cubic meters annually by 2030 and approximately 2.1 billion cubic meters by 2035—and outlines regulatory, technical, and certification measures required to ensure full EU compliance. Particular emphasis is placed on traceability, energy-based accounting, guarantees of origin, sustainability certification, and integration of Ukraine’s gas transmission system with EU market mechanisms to enable unrestricted trade and recognition of Ukrainian biomethane in the EU.
The operational plan defines phased implementation from 2026 to 2035, assigning responsibilities to ministries and regulators and covering legislation, investment support, infrastructure development, and market stimulation. Measures include regulatory reform, fiscal and financial incentives, access to EU databases and trading systems, promotion of domestic biomethane use, and large-scale engagement with international financial institutions. The expected outcomes include reduced fossil fuel imports, lower greenhouse gas emissions, increased rural employment, significant private and international investment, and the establishment of Ukraine as a major supplier of renewable gases to the EU, contributing both to national energy independence and European climate objectives.
