Abstract
This Resolution establishes the regulatory framework for the special use of forest resources. It approves two main procedures: (i) the procedure for the special use of forest resources and (ii) the procedure for issuing permits (forest tickets) authorizing such use.
The “Procedure for Special Use of Forest Resources” defines the conditions, rights, and obligations of forest users. It regulates timber harvesting, collection of secondary forest materials (such as resin, bark, and sap), and ancillary uses (e.g., grazing, haymaking, and gathering of forest products), as well as recreational and scientific uses of forests. The document establishes strict environmental and safety requirements, including soil protection, fire prevention, biodiversity conservation, and prohibition of damage to designated protected areas. It details rules on logging systems, allowable cutting methods, allocation and inspection of forest plots, preparation works, timelines for harvesting and removal, and monitoring procedures to ensure compliance.
The second procedure governs the issuance of permits (logging tickets and forest tickets), which are mandatory documents authorizing the use of forest resources. It specifies the competent authorities, application requirements, supporting documentation, and conditions for approval, refusal, suspension, or transfer of permits. The permit system also provides for record-keeping, fee calculation, and compliance with broader administrative and environmental legislation.
