Abstract
This National Waste Management Strategy is multi-sectoral policy document. The problem of waste in Ukraine is particularly serious and significant both as a result of the domination of resource-intensive high-waste technologies in the national economy, and due to the lack of adequate response to its challenges for a long time. Significant volumes of resource use and the energy and raw materials consumption of the national economy together with the outdated technological base determined and continue to determine high rates of generation and accumulation of waste. In general, the waste management system in Ukraine is characterized by the following trends: (a) accumulation of waste in the industrial and domestic sectors, which negatively affects the state of the environment and public health; (b) improper collection, removal and disposal of hazardous waste; (c) storage of domestic waste without consideration of possible dangerous consequences; (d) improper recycling/reuse of waste due to the imperfection of organizational and economic principles of its involvement in production; and (e) ineffectiveness of the implemented economic instruments in the field of waste management.
Intensification of agricultural production and expansion of agricultural lands have led to an increase in the amount of waste and its impact on the natural environment. Potential factors of negative impact on the environment are several types of waste originating from agricultural production (agricultural waste) classified as follows: (a) organic waste of crop production; (b) organic waste from livestock and poultry farming; (c) biowaste (animal and bird corpses); (d) residual amount of fertilizers, chemical and biological agents for plant protection, veterinary preparations. Traditionally, agricultural waste in Ukraine is divided into livestock waste, crop residues and agrochemical waste. The percentage of agricultural waste generation is a relatively small share of the total amount of generated waste - no more than 4 percent of all waste generation.
The following special measures shall be adopted in the sphere of agricultural waste management: (a) waste classification in accordance the national legislation and EU legislation; (b) elaboration of technical and technological instructions on collection, transportation, storage and processing of agricultural waste; (c) elaboration of technical regulations on handling, processing, recycling and disposal of animal byproducts; (d) use of biomass of agricultural waste for energy generation; (e) use of vegetable waste for production of animal feedstuffs, in particular allocation of subsidies for collection and transportation of plant waste suitable for production of animal feedstuffs; (f) creation of conditions for the proper handling of agrochemical waste, in particular: development of requirements for the use and storage of agrochemicals in order to bring them into line with the requirements of the legislation of the European Union; carrying out a comprehensive inventory of places of storage of unsuitable for use chemical plant protection products; and development of a set of measures to eliminate the accumulation of unsuitable chemical plant protection agents, clean-up and rehabilitation of contaminated land plots.
