National Planning Authority (Development Plans) Regulations, 2018.

These Regulations, adopted under the National Planning Authority Act, 2002, establish a legal and institutional framework for the preparation, coordination, certification and implementation of national and decentralized development plans in Uganda, aimed at harmonising planning across government entities and ensuring alignment with the national vision, macroeconomic frameworks and fiscal policies. The Regulations mandate the preparation of long-term, medium-term and sectoral plans integrating cross-cutting issues such as gender, environment, human rights and climate change, and prescribe detailed procedures for consultation, data collection, certification and approval of plans, while providing for monitoring and evaluation systems, financing, capacity building, project appraisal and administrative sanctions to ensure compliance and effective service delivery.
