Abstract
The Uganda Public Health Act (Chapter 310, revised to 2023) consolidates and updates the law on preserving public health. It empowers the Minister of Health, local governments, and health officers to prevent and control infectious diseases, manage epidemics, and regulate sanitation, housing, water, and food supplies. It also establishes systems for notification of notifiable diseases, inspection of premises, decontamination, quarantine, vaccination, and safe burial practices. Beyond infectious diseases, the Act extends to non-communicable diseases by mandating health promotion, awareness, and inter-agency collaboration. The law further regulates nuisances, sanitation, sewerage, drainage, mosquito control, food safety, cemeteries, and water supplies. It assigns duties to local authorities to maintain clean environments, prevent overcrowding and unhealthy dwellings, and ensure safe water and food. It provides enforcement mechanisms, including fines, closure of premises, and court orders, while granting health authorities broad powers of inspection and intervention.
