Abstract
The Uganda Roads Act, 2019 modernizes the legal and institutional framework for the development, management, and maintenance of road infrastructure. The Act provides legal clarity on the acquisition and use of land for public road purposes, ensuring that landowners' rights are recognized and aligned with national infrastructure priorities. It also facilitates the construction of access roads through private land, subject to legal safeguards that uphold equitable development and spatial connectivity. The Act introduces flexible road reserve widths based on road classification and emphasizes integrated planning between road authorities and land use agencies. Importantly, the Act provides that the Minister may, by statutory instrument, declare a road reserve on any land acquired by a road authority for purposes of road construction. This provision supports the strategic designation and protection of transportation corridors while enabling orderly land use and safeguarding infrastructure investments. The text consists of 79 Articles designed in IX Chapters and has 6 Schedules.

An Act to reform the law relating to the development, management and maintenance of public roads; to provide for the appointment of road authorities for the development, maintenance, control and management of different classes of public roads; to provide for toll roads and the imposition of road tolls on certain public roads; to provide for the classification of public roads; to provide for the declaration, control and protection of road reserves on public roads; to provide for access to public roads; to provide for axle load control on public roads; to provide for the creation of an environment section for the road sector; to provide for road safety; to provide for offences and penalties; and to make provision for related matters.
