Specified Goods (Conveyance) Act (Chapter 359).

This Act regulates the transport and trade of certain specified goods between Uganda and the neighboring countries of Sudan, the Congo, and Rwanda. It requires that any person importing or exporting goods listed in the Act’s Schedule (Coffee Tea Petroleum products and lubricants excluding high octane aviation spirit) must do so in accordance with regulations issued by the responsible Minister, regardless of other laws. The Minister has the authority to prescribe approved transport routes, set conditions for how the goods are conveyed, and regulate matters such as payment of railway charges. The goods listed in the Schedule are legally treated as restricted goods, and the Minister may amend the Schedule or temporarily suspend route requirements for certain routes through statutory instruments. Overall, the Act centralizes government control over the movement of specific cross-border goods to ensure regulated transport and trade.
