Abstract
This Chapter provides the legislative authority necessary to implement the Convention on the Conservation of Antarctic Marine Living Resources with respect to the U.S. The Chapter prohibits harvesting of Antarctic marine living resources in violation of the Convention. Pursuant to the Act, the Secretary of State is directed to appoint an officer or employee of the U.S. as the U.S. representative to the Scientific Committee for the Conservation of Antarctic Marine Living Resources established pursuant to Article XIV of the Convention. The Secretary of Commerce and the Director of the National Science Foundation must designate the U.S. representative to the Scientific Committee. The Secretary of Commerce is responsible for promulgating Regulations to implement the Act. The Director of the National Science Foundation has the responsibility of supporting basic research of the Antarctic marine ecosystem. The Chapter directs the Secretary of Commerce to conduct directed scientific research, and report to Congress. Federal agencies are required to consult with other agencies and the Marine Mammal Commission as appropriate.
