Abstract
This Chapter concerns the following matters: establishment of the Commission for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean; establishment of an advisory committee; specification of the duties of the Secretary, in coordination with the Secretary of State; development of a memorandum of understanding with Western Pacific, Pacific, and North Pacific Fishery Management Councils, that clarifies the role of the relevant Council or Councils with respect to specified matters relating to highly migratory species in the Pacific; responsibility of the Secretary of State with respect to procedures of the Western and Central Pacific Convention (WCPFC) Commission; definition of rule-making authority of the Secretary of commerce; enforcement measures; prohibited acts; cooperation in carrying out the Convention.
