Abstract
This Chapter makes provision with respect to obligations of the United States in international fisheries management and conservation, in particular those deriving from the North Pacific Fisheries Convention and the South Pacific Fishery Resources Convention. As for implementation of the North Pacific Fisheries Convention, the Chapter, among other things, gives definitions, provide for participation in the North Pacific Fisheries Commission, establishes a permanent advisory committee, defines authority and responsibility of the Secretary of State and the Secretary of Commerce, provides with respect to enforcement, defines prohibited acts. Similar provision is made with respect to implementation of the South Pacific Fishery Resources Convention.
The Western and Central Pacific Fisheries Convention Implementation Act is amended by inserting a provision stating United States conservation, management, and enforcement objectives. Miscellaneous and consequential amendments are made to the Northwest Atlantic Fisheries Convention Act by a Title called the ‘Northwest Atlantic Fisheries Convention Amendments Act'. Amendments of the High Seas Driftnet Fishing Moratorium Protection Act concern IUU fishing.
In this Act, the term "fishing activities" includes also engaging in any activity that can reasonably be expected to result in the locating, catching, taking, or harvesting of fisheries resources for any purpose, the processing of fisheries resources at sea, the transshipment of fisheries resources at sea or in port, or any operation at sea in direct support of, or in preparation for, any fishing activity.
