Government Resolution No. 115 validating the “Regulation on the procedure for testing and registering chemicals and plant protection products”.

This Regulation establishes the procedure for testing and registration of chemical fertilizers and plant protection products. It establishes the following procedures: (a) procedure for submitting applications for testing and registration of chemical fertilizers and plant protection products; (b) procedure for testing chemicals and plant protection products; (c) procedure for registering chemicals and plant protection products; (d) submission and review of reports, as well as issuance or refusal to issue a certificate of registration of chemical and plant protection products; (e) issuance of a certificate of registration of chemicals and plant protection products; (f) re-registration of the certificate of registration of chemicals and plant protection products; (g) relisting chemicals and plant protection products; (h) termination of validity of the certificate of registration of chemicals and plant protection products; and (i) rights and obligations of registrants of chemicals and plant protection products. Chemicals and plant protection products produced in the national territory or imported from other countries shall be subject to mandatory registration. The production, import, sale and use of unregistered chemical fertilizers and plant protection products is prohibited in the national territory. The certificate of registration of chemicals and plant protection products is issued by authorized state body. The period of validity of registration of chemicals and plant protection products is five years. Testing organizations shall submit relevant conclusions and scientific reports on plant protection products, microbiological fertilizers and plant growth control products in electronic form through the automated information system Testing and registration of mineral fertilizers and biological and chemical means of plant protection (ATT) to the authorized state body by November 1 of each year.
