Law No. ZRU-877 “On plant protection.”

The scope of this Law is to regulate relations in the field of plant protection. The basic principles in the field of plant protection are: (a) legality; (b) priority of human health and environmental safety; (c) consistency and continuity; (d) priority of using the biological method; and (e) openness and transparency. It establishes powers, duties and obligations of the Cabinet of Ministers, Agency for Quarantine and Plant Protection, Committee for Sanitary and Epidemiological Welfare of the Population and Public Health, the Ministry of Ecology, Environmental Protection and Climate Change, and local government in the field of plant protection. State control over the compliance with the legislation on plant protection by national executive authorities, economic management bodies, legal and physical persons is carried out by a specially authorized state body, which performs state control over: (a) implementation of measures to protect plants against pests; (b) compliance with the procedure for obtaining authorization to import mineral fertilizers and chemicals used for plant protection, licenses for carrying out wholesale and retail trade in mineral fertilizers and plant protection chemicals; (c) compliance with the inspection procedure when importing mineral fertilizers and plant protection chemicals, their storage, trade, use, transportation, withdrawal from circulation, neutralization, disposal, burial and destruction; (c) compliance with the procedure for import and export of biological plant protection agents; and (d) compliance with technological production processes of biological plant protection means and requirements for quality indicators of biological products grown in conformity with them. Chemicals and plant protection means produced in the Republic of Uzbekistan or imported from other countries are subject to mandatory registration. Registration of chemicals and plant protection means shall be carried out by a specially authorized government body based on the results of the tests performed. Chemicals and plant protection means are registered for a period of five years. Decision of the specially authorized state body related to the registration of chemicals and plant protection means is the basis for issuing a certificate of registration of chemical agents and plant protection means. Certification of the quality of biological protection agents shall be carried out by a special authorized state body. Labelling of chemicals and plant protection means shall be carried out by the manufacturer. Chemicals and plant protection agents must be stored in compliance with sanitary rules and requirements, and environmental standards.
