Presidential Decree No. PP-225 “On measures to improve the system of financing costs for the production of agricultural products and their purchases.”

The President, in order to stimulate production of agricultural commodities with high added value in the horticultural sector and greenhouses, uninterrupted provision of material resources (services) to producers of agricultural commodities, as well as creating a system of guaranteed purchase of grown products, entrusts State Unitary Enterprise "Agroservice Operator" with the provision of agricultural services and supply to agricultural enterprises material and technical resources, including seeds and seedlings necessary for growing agricultural crops, based on a loan agreement for a period not exceeding growing season of agricultural crops, at the rate 14 percent per annum. Presidential Decree No. PP-52 “On measures for state support for the horticultural sector, further development of the cluster system and cooperation in the sector” shall be amended to add the following wording: “farmers, dekhkan farms and other producers of agricultural commodities shall be allocated loans for growing fruits, grapes, vegetables, potatoes, melons, flowers, herbs and medicinal plants, corn grains, legumes and oilseeds for a period of 12 months with a grace period of 6 months up to 50 percent from the cost of the harvest at a rate of 14 percent per annum (including bank margin - 2 percent )”.
