Presidential Decree No. PP-52 “On measures for state support for the horticultural sector, further development of the cluster system and cooperation in the sector.”

The President, for the purpose of mutual integration of production processes, including processing, storage/provision of services and sales (export) of products in the field of horticulture development of clusters (cooperations) activities to ensure food security and increase volumes of export, decrees as follows: (a) to establish the procedure in accordance to which, starting from January 1, 2022, at the expense of the State Support Fund for Agriculture through commercial banks shall be allocated credits to farms and dekhkan farms and other producers for growing fruits, grapes, vegetables, potatoes, melons, herbs and medicinal plants, legumes and oilseeds for a period of 12 months with a grace period of 6 months in the amount of up to 50 percent of the cost of the crop at the rate of 14 percent per annum; and (b) processors, storage managers and exporters of fruits and vegetables shall be allocated “revolving” credits to replenish working capital required for the purchase of grown agricultural commodities, for a period of 12 months at the rate of 14 percent per annum. Wherein repayment of other credits of clusters and cooperations, received from commercial banks through this credit is not allowed.
