Resolution No. 106 of the Cabinet of Ministers “On improving the mechanism of sale and payment for cotton fiber produced by the enterprises of JSC Uzpakhtasanoat.

This Resolution establishes that sale cotton fiber produced for export by enterprises of JSC Uzpakhtasanoat is carried out to non-residents for foreign currency through exchange trading and direct contracts; storage and release for export and to the national organizations shall be performed exclusively from cotton terminals; final acceptance of cotton fiber by quality and weight by foreign buyers and the national shall be performed at cotton terminals; sale of cotton fiber on stock exchanges bidding for national currency shall be carried out on the basis of 100 percent prepayments from domestic textile enterprises. Settlements for cotton fiber between JSC "Uzpakhtasanoat" and cotton ginning enterprises are carried out according to the scheme in accordance with Appendix No. 1. Terminals provide transportation, unhindered acceptance for safekeeping and compulsory insurance from the moment of acceptance and before shipment for export and to the national organizations of the entire volume of cotton fiber produced by suppliers and accompanied by shipping documents, regardless of the presence of notifications from JSC Uzpakhtasanoat. Costs of transportation to terminals and cotton fiber insurance are reimbursed by JSC Uzpakhtasanoat from funds received from the sale of cotton fiber. JSC "Uzpakhtasanoat" sells cotton fiber in accordance with the approved parameters of the production task and supply of cotton fiber. Cotton fiber is subject to mandatory certification, with the exception of production for own needs. The certificate of conformity must be filled out in state, Russian or English language. The certificate comes into force from the moment of its registration.
