Abstract
This Resolution is aimed at improving the regulation of the use, cutting, and transplantation of trees and shrubs that do not belong to the State Forest Fund. It implements objectives under the “Uzbekistan-2030” strategy and introduces a more structured permit system for transplanting trees and shrubs. The resolution allows the transplantation of non-forest-fund trees with trunk diameters of up to 15 cm and shrubs with root-collar diameters of up to 10 cm under a permit, requires transplanted vegetation to be maintained for three years, and restricts the transplantation of larger trees to cases authorized by presidential documents for major state projects.
The resolution also revises the administrative framework for permits and oversight. The Ecology and Climate Change Committee is tasked with approving permit procedures and integrating them into the national electronic licensing and public services systems. Stronger enforcement measures are mandated against illegal cutting, damage, destruction, or transplantation of trees and shrubs. The document establishes detailed permit requirements, application procedures, fees, validity periods, and compensation obligations, including the planting and maintenance of replacement trees and shrubs when cutting is authorized.
A major annex updates the list of valuable non-forest-fund trees and shrubs, including timber-producing, ornamental, rare, and Red Book species. The resolution further strengthens inventory, monitoring, and reporting requirements, specifies seasonal conditions for transplantation, and requires formal documentation and ecological supervision of transplantation activities to ensure conservation and sustainable management of urban, agricultural, and other non-forest vegetation resources.
