Abstract
The Politburo of the 12th Party Central Committee issued Conclusion No. 81-KL/TW dated July 29, 2020 on Ensuring National Food Security until 2030. To implement the Conclusion, the Prime Minister promulgates this Action Plan.
The Action Plan has set up the following key tasks by 2030: 1. To thoroughly raise awareness of national food security in the new situation, considering that ensuring national food security is a particularly important task in the process of industrialization and modernization of the country for the stability and sustainable development. 2. Reorganize production: Promote mechanization and automation of production, associated with processing and consuming food in the direction of increasing cooperation and association in concentrated and large-scale production, and strict management along the value chain of agricultural products. Closely monitor the situation of production and business, regularly assess the demand for food both in the country and in the world to have appropriate orientations and strategies. 3. Improve people's ability and access to safe, nutritious food by upgrading and modernizing infrastructure. The focus is on: Developing a food security information system; developing transport and logistics services; ensuring safety, speed, convenience, and environmental friendliness; multi-purpose irrigation works; a system of national reserve warehouses and synchronous and modern disaster prevention infrastructure. 4. Continue to improve institutions and policies to ensure national food security. The focus is: To perfect mechanisms and policies on land, investment, finance, credit and trade to adequately support farmers and business enterprises; giving priority to supporting the development of rice-growing households into professional production households, cooperating and linking with cooperatives and enterprises, associated with processing, preservation and consumption industries; To build a mechanism for coordination, management and administration of circulation and national reserve activities, to meet food and food requirements in case of emergency; To perfect the mechanism for managing the import and export of food and foodstuffs flexibly and efficiently, in line with the market mechanism under the management of the State. 5. Improve the quality of human resources and the level of research, application and transfer of science and technology in the agricultural sector. The focus is: To expand the area of clean agricultural production, organic agriculture associated with traceability, food safety supervision; to research, select and create plant and livestock varieties, advanced production processes to increase productivity, quality, disease resistance, and adaptation to climate change. 6. Improve the effectiveness and efficiency of state management of food security. The focus is: Improve the system and relationship on functions, tasks and authority in food security management agencies; Strengthen the veterinary, plant protection, and food security systems to meet the task of protecting crops, livestock and aquatic products in the face of increasingly complex disease developments. 7. Effectively manage and use natural resources (including land and water resources), protect the environment, adapt to climate change, and prevent natural disasters.
